A Go Ultra Low City, Nottingham City Council is pioneering on numerous fronts, including developing a concession contract for charging infrastructure across 16 local authority areas and installing a city centre rapid charging hub for taxis. Additionally, it is working with regional partners to rapidly expand the public charging network, and in 2019, its Eastcroft Depot will become home to the UK’s largest vehicle-togrid demonstrator.

Winner: Dundee City Council
In 2018, Dundee City Council opened two ground-breaking charging hubs, comprised of 20 rapid and fast chargepoints, on-site solar panels and battery storage. Additionally, the city has worked with neighbouring authorities to install 18 more chargepoints for commuters and taxis, creating a comprehensive network across the region. The EV charging raw data is available on an open platform allowing experts to analyse vehicle usage and energy requirements.

Highly Commended: Tomorrow’s Journey
JRNY intends to revolutionise the sharing of fleet vehicles through a platform that will match assets with demand. This would enable better use of every vehicle and could be a financially attractive proposition for fleets. The platform is being developed to make it easier to switch between EVs and conventionally-fuelled vehicles, depending on journey length.

Myenergi’s zappi is a smart 7kW EV chargepoint that enables homeowners with solar panels to maximise green energy use for recharging. This reduces reliance on the national grid, electricity
costs and CO2 emissions. Over 3,000 zappis have been sold since November 2017 and a 22kW chargepoint for commercial users is planned.

Highly Commended: Dundee City Council
Dundee City Council have made major strides in electrifying their fleet, installing charging infrastructure across the city and region, and persuading residents, commuters, businesses and council staff to make the switch to EVs through a proactive public campaign. The council have introduced 3,900 free EV parking spaces and made major changes to taxi licensing, with 105 electric taxis and private hire vehicles now operating in the city.

The Council is tackling air pollution through an ambitious strategy, and is already seeing levels of nitrogen dioxide fall. Measures include: reinvesting revenue from the UK’s first Workplace
Parking Levy into trams and buses; opening two cross-city cycle corridors; expanding EV charging infrastructure, a bus lane accessible to ULEVs, changing taxi licensing requirements
and engaging with businesses and taxi drivers, including a ‘try before you buy’ scheme.

Highly Commended: Drive DeVilbiss Healthcare
Drive DeVilbiss has championed efficient driving alongside considerable business growth and fleet expansion. Drivers are trained through the EST’s Ecodriving scheme or in-house, and driver
performance and fuel consumption is closely tracked. Highly significant cost and CO2 benefits have been realised, year on year.

Winner: Bibby Distribution
Bibby Distribution is improving fuel efficiency, reducing at-fault collisions and lowering its carbon footprint. Harnessing telematics data, the business has set site targets, introduced driver league tables, targeted additional training, and holds a popular Driver of the Year competition. A phone app allows drivers to access their individual scores, empowering further improvements. Strides are also being made to retain drivers, reducing the use of agency drivers who often have driving styles which result in higher fuel consumption.

Highly Commended: Oxford Direct Services (Oxford City Council)
Oxford Direct Services have cut costs and emissions through revised tyre policies, reduced mileage driven, and other initiatives. Additionally, the Council’s 122 vehicles (including 46 refuse collection and ‘O’ licence vehicles) have been fitted with telematics. Alongside driver training, this has resulted in a 70% drop in instances of harsh acceleration, idling etc., idling etc., and a fuel saving of 15%.
Improvements in fuel consumption by the RCV fleet has reduced CO2 emissions by 50 tonnes per year.

Winner: Bibby Distribution
Bibby Distribution has invested significantly across the board, resulting in a safer, greener fleet with lower operating costs. The package of best practice initiatives includes training, telematics, site targets, league tables and incentives for drivers. Changes in vehicle design, alternative fuels and a transport management system to improves vehicle utilisation all help reduce costs and emissions.

Highly Commended: Leeds City Council
The council operates 44 electric vehicles, with 51 more on order, and has installed 107 chargepoints. Their ambition is to be 100% ULEV by 2025. An innovative pilot to install chargers at employees’ homes has overcome barriers with up-scaling charging at depots. 30 engineers have undertaken training on repairing and servicing EVs.

The council has invested heavily in 89 electric vehicles - 25% of its fleet. Council staff have driven approximately 1.1 million zero-emission miles, saving an estimated 220,000 tonnes of C02 and improving air quality. The public engagement campaign, Drive Dundee Electric, promotes the benefits and hosts community events, such as an EV Christmas Parade and “Chat and Charge” for drivers to share their EV knowledge.

Smarter Travel Hero (Highly Commended)

Highly Commended: Kent County Council
After realising that they had very high grey fleet mileage, the Highways, Transportation and Waste division of Kent County Council invested in hybrid pool cars. Two years on, the team now has thirty vehicles, acquired following detailed cost analysis, vehicle trials, installation of telematics and in close consultation with staff. The move has saved the department over a thousand pounds per vehicle, reduced grey fleet mileages, cut fuel use, and reduced carbon emissions by 25%.

Winner: Royal Derby Hospital
The Trust’s Travel Plan is helping more patients, visitors and staff travel sustainably. It has incentivised more ‘active travel’ and journeys by public transport and reduced the number of single occupancy vehicles being used for commuting. Partnerships with transport providers and businesses have proved vital, together with incentives, such as discounts and preferential parking for staff who regularly car share.

Highly Commended: Norman Harding, Corporate Fleet Manager, London Borough of Hackney
Norman has taken a lead role in transforming the borough’s large fleet, increasing the number of electric vehicles, pioneering biofuels, and recently, introducing 30 pool bikes. He also champions fleet sustainability through his involvement with several industry bodies, networks and projects, such as the Clean Van Commitment.

Winner: Fraser Crichton, Assistant Manager, Transport, Dundee City Council
Fraser has been instrumental in Dundee’s vision for electric cars. Thanks to his efforts, charging infrastructure across the city is growing rapidly, the local authority has adopted a large number of EVs, and major policy changes have been made to taxi licensing. He also shares his enthusiasm for EVs through events for residents and commuters, oversees a local EV public campaign and works collaboratively with private and public partners across the city.

Highly Commended: Yorkshire Ambulance Service NHS Trust
The Trust is experimenting and trialling technologies including LED lighting, weight reductions and roof-mounted solar panels on its frontline ambulances to reduce its emissions. It is at the forefront of moves to convert vans and ambulances to hydrogen, and has an ambitious, complementary EV roll-out strategy.

The borough is at the forefront of low-emission travel and is making excellent progress in switching its fleet vehicles to alternative fuels, expanding charging infrastructure and encouraging council employees to cycle – the quickest means to travel around the borough. It recently signed up to the Clean Van Commitment, aiming to have 100% electric LCVs by 2028.
